This quote is from one of the characters in the novel The Nameless City. This character has just arrived in the city and is completely overwhelmed by its size and the amount of people living there. The people in the city are at best ignored, but more often than not they are treated like dirt. And with no say in their city's future, they have no way of fighting for what they believe is right.

This quote tells the reader that this character has come to understand that change can only happen when people make it happen. If he sits back and waits for others to lead, nothing will ever get done. He must initiate change on his own or he risks never realizing his dreams.
